On August 20, 2025, the Ninth Circuit Court of Appeals in San Francisco stayed a lower court’s order. The three-judge panel, comprised of appointees by Presidents Clinton, Bush, and Trump, granted the emergency stay, pausing the earlier July 31 ruling by US District Judge Trina L Thompson. Her order had blocked the Trump administration in its efforts to end birthright citizenship for people not subject to the political jurisdiction of the United States.
