I am not a lawyer. I merely quote:
The Russian Federation’s Regulations on the Application of IHL (2001) states: journalists means persons who are not members of the armed forces and who are on professional missions in areas of armed conflicts. Journalists are considered civilians and enjoy protection stipulated by international humanitarian law on condition that they do not commit any acts incompatible with their civilian status. https://ihl-databases.icrc.org/customary-ihl/eng/docindex/v2_rul_rule34
