I learned that peoples in outlying provinces weren't allowed into the City, and that when the Muslim wave overswept, especially the agriculturally rich, grain producing provinces, the residents sided with the invaders.

An essay asserts that the opposite had been true, over long time spans in the first empire, that they not only allowed foreigners to enter their imperial capitol, but quickly granted them citizenship, so that there was long time agility and durability to the political fabric.
