The House of Representatives shall chuse their Speaker and other Officers; and shall have the sole Power of Impeachment.
This applies to a sitting president. A district attorney prosecuting a former president has no precedent, meaning it has not happened before. Trump was commander-in-chief with his finger, and his alone, on the nuclear arsenal. A district attorney is nothing but a lawyer!
